The CLARITY Act fails in the Senate and bitcoin falls to $75,000
The United States Senate could not move the CLARITY Act forward. The CLARITY Act is also called the Digital Asset Market Clarity Act. It wanted to set federal rules for the cryptocurrency market. It was only a procedural vote. The bill did not reach the 60 votes it needed. According to CoinDesk, it was 11 votes short.
A procedural vote is an early step. It shows whether a bill can keep moving. Without those 60 votes, the debate stops.
Why it got stuck
The sides did not agree on three issues. First, ethics rules for elected officials. Second, the hiring of regulatory staff. Third, the clauses against money laundering and terrorist financing.
How the market reacted
XRP fell almost 10%. It stood at $1.30. It was the worst drop among the large cryptocurrencies. Bitcoin fell about 1.3% in 24 hours. It reached around $75,714, according to CoinGecko. Later it moved toward $76,000.
Shares of crypto companies fell more than the coins. Coinbase and Strategy dropped hard. A share is a piece of a company that is bought on the stock market.
ETFs lose money
Spot bitcoin ETFs in the United States had net outflows of $450.4 million on Tuesday the 15th. It was the largest daily exit since June 25, according to Bitget. An ETF is a fund that is bought on the stock market like a share.
What comes next
Now regulation moves to the SEC and the CFTC. The SEC is the regulator of the securities markets. The CFTC is the regulator of commodities. The research firm Bernstein expects them to act in an aggressive and fast way with their own rules.
Also, the failure lets stablecoin rewards keep being paid on deposits that sit unused. A stablecoin is a cryptocurrency made to always be worth the same. It is almost always worth one dollar.
Analysts consulted by The Block say the defeat changes nothing structural. The market will keep moving with interest rates and the global monetary environment.
