The European Union invites Canada to become its first 'associate member'

The European Union invited Canada to become its first "associate member". The offer came from Ursula von der Leyen, president of the European Commission, on September 16, 2026. She said it at the European Parliament, in Strasbourg, with Canadian Prime Minister Mark Carney in the room.

It is an offer with no precedent. That status does not exist in the treaties of the bloc. In other words, no country holds it today.

What the European Union is

The European Union, or EU, is a bloc of 27 countries in Europe. These countries share trade rules. They also share the movement of people: a citizen of one member country can live and work in another without complicated paperwork. Several of them use the same currency, the euro.

What "associate member" would mean

An "associate member" would not be a full member country. It would not vote on every decision. But it would be a very close partner, with deep integration in trade, industry and technology. It is like going from being a good neighbour to being part of the family, without fully moving into the house.

Von der Leyen explained the idea in her own words: "We want to take the relationship with Canada to the highest possible level. We have to urgently reimagine our alliances". She also said that the EU and Canada "see the world with the same eyes".

Where they agree

Both share democratic values. And they agree on big issues: artificial intelligence, climate change, the war in Ukraine and geopolitics.

Why now

Canada and the United States are in a trade dispute. At the same time, the EU is looking for new trade partners. The offer comes in that setting. Media in Brazil and Spain covered the news and read it as a change in EU policy and a strategic approach.
